Operational constraint: centralized policy meets local workflows

Imagine business units with different documents, systems, signer populations, and authentication needs. Central teams require access policy and evidence standards, while local operations need usable routing and exceptions. A single template or authentication rule cannot safely flatten every process.

Docusign is the broad ecosystem hypothesis; Adobe Acrobat Sign the PDF-centered enterprise path; and OneSpan Sign the risk-led control option. Compare identity lifecycle, roles, content governance, authentication policy, accessibility, integrations, event monitoring, evidence export, legal holds, archive, support, and exit.

Reproducible mini-check

Model two synthetic business units and document-risk tiers. Route normal and fallback cases, delay an integration event, revoke a sender, change a template policy, and retrieve evidence through central records. Ask a successor administrator to explain the configuration.

Score permission leakage, local workarounds, policy-version ambiguity, recovery, evidence readability, and dependence on one implementation partner. This exercise has not been performed here.

Exception: a business unit must separate

Suppose a unit is divested with active requests, shared templates, integrations, and completed records. Ask how access, credentials, archives, legal holds, and future ownership are separated without exposing unrelated data or losing evidence.

ESIGN and UETA do not provide universal validity. Counsel should review eligibility, consent, intent, attribution, association, retention, exclusions, and governing law. FTC guidance can inform minimization and provider oversight.

Require operational artifacts from the evaluation: identity lifecycle, role matrix, document-policy register, integration map, event-recovery runbook, evidence sample, archive design, legal-hold process, business-continuity plan, and provider-exit checklist. A broad procurement response without owners and tested artifacts is not an enterprise operating model.

Conclusion: select an operable governance model

Choose the candidate whose enterprise controls remain understandable to local users, central administrators, support, and records teams. Breadth is valuable only when policy, exception, evidence, and separation can be operated and audited after the original implementation team leaves.
