Operational constraint: departments define completion differently
Sales sees a signed proposal, operations sees accepted scope, legal sees governing content, and records sees an evidence package. New senders and integrations can create parallel templates and inconsistent status unless ownership is defined.

Compare content sources, template release, roles, approvals, integration state, evidence access, archive, usage governance, and administration.
Reproducible mini-check
Create a synthetic agreement that begins in sales, requires approval, corrects a recipient, completes, updates another system, and enters the archive. Delay the integration and remove the original sender. Ask each department to perform its step.
Have a backup administrator reconcile application state and retrieve the package. Score duplicate templates, ownership gaps, evidence clarity, sync recovery, permission fit, and training burden. This plan has not been executed.
Exception: one department changes the shared template
Suppose sales updates reusable language without legal approval while active requests remain. Ask how publication is blocked or reversed, affected requests identified, and earlier evidence preserved. The operating model should make content governance visible.
ESIGN and UETA do not validate every document. Consent, intent, attribution, association, retention, exclusions, authority, and governing law remain document-specific questions for counsel.
Add a provider-exit and archive test before expanding departments. Export completed packages, template inventory, users, and integration identifiers, then ask records staff to retrieve a sample without sender access. Growth should not make agreement evidence inseparable from one department's account structure or automation.
Conclusion: scale ownership before features
Choose the candidate that resolves the next real departmental handoff and assigns durable owners for content, access, integrations, evidence, and retention. Growth is safer when a new sender can follow the process without creating another private template library.
